How the Tamil Nadu Government is Structured
Tamil Nadu has a unicameral legislature called the Tamil Nadu Legislative Assembly with 234 elected members. Elections to the Assembly are held every five years. The party or coalition with a majority forms the government, with the leader of the majority group sworn in as Chief Minister by the Governor.
The Council of Ministers, headed by the Chief Minister, is responsible for the executive functions of the state. Each minister holds one or more portfolios that group related departments. Portfolios can be combined or split, and reshuffled mid-term.
The Speaker presides over Assembly proceedings and is elected from among the Members of the Legislative Assembly (MLAs). The Leader of the Opposition is the head of the largest single party in opposition.
The Governor of Tamil Nadu is appointed by the President of India and is the constitutional head of state. Day-to-day government is run by the Chief Minister and the Cabinet; the Governor's role is largely formal but includes summoning and proroguing the Assembly, appointing the Chief Minister, and assenting to legislation.
